He pulled over in his official vehicle and offered them a ride. "Is this the state taxi service?" one of the surprised passengers reportedly asked. With public transit shut down for days because of massive snowstorms, the regional government has deployed its fleet as a free taxi service, and the governor just joined the effort himself.
