
In 2026, the rules for entering Russia depend on the traveler's citizenship, purpose of visit, and length of stay. Citizens of China have been able to enter Russia visa-free since December 2025 under a temporary bilateral agreement, while US citizens are still required to obtain a visa. Against this backdrop, inbound tourism to Russia grew by 4.5% in 2025, reaching approximately 4.8 million tourist visits — with China accounting for more than half of that flow.
Since December 1, 2025, Russia and China have introduced a mutual visa-free regime on a reciprocity basis, established by a presidential decree signed by Vladimir Putin. Citizens of the PRC may stay in Russia for up to 30 days on a standard international passport, with no visa required.
The visa-free regime does not apply to entry for the purposes of employment, study, permanent residence, or international freight transport. The visa-free arrangement is valid until September 14, 2026 inclusive, and both sides are in discussions about extending it. For stays exceeding 30 days, or for purposes not covered by the agreement, a standard Russian visa is required.
US citizens have no visa-free access to Russia. Visas are obtained through Russian consular offices in Washington D.C., New York, and Houston.
